In 1988, Philadelphia police officer Thomas "Locke" Lockhart, hungry to grow to be a detective, begins monitoring a serial killer whose crimes defy scientific rationalization. When the killer mysteriously resurfaces 9 years later, Locke's obsession with discovering the reality threatens to destroy his profession, his household, and presumably his sanity.
