A small Swedish village, Högboträsk, is so peaceable that crime is nonexistent. The police spend their shifts consuming espresso, consuming scorching canines and chasing down runaway cows. That is all nicely and good for the village's personal police, however the police administration board needs to discontinue the native police power for lack of crime.
