Simin is an Iranian girl on a journey to find what it means to be a free American. She works for the Census Bureau which, in an effort to manage its residents, has begun a program to report their desires. Unaware of this devious plot, Simin is torn between her compassion for these whose desires she is recording and a reality she should discover inside.
